Every year, Naturvårdsverket receives a long list of bids for support through Klimatklivet. To assess which bidders receive support, they have developed a process that determines how competitive each bid is.
Competition between bids on the same site
Only one bidder per location can be awarded a grant. The assessment of whether two or more tenders are located on the same site differs between the different charging categories.
Public fast charging for heavy vehicles, from 350 kW
Bids for public fast charging for heavy vehicles will be considered for the same location if the bidders' declared locations are within 5 kilometers of each other.
Public fast charging for passenger cars, from 150 kW
Tenders for public fast charging for passenger cars are considered to be for the same location if the tenderers' stated locations are within a driving distance of five kilometers from each other or within a 1000 meter driving distance from each other in urban areas.
Public charging for passenger cars, from 10-50 kW
Bids for public charging for passenger cars within urban areas are considered to apply to the same location if the locations indicated by the bidders are within 1500 meters driving distance from each other. Note, however, that a public final destination or hub outside a defined urban area is only relevant for tenders in future calls if the location has been proposed at a consultation carried out by the respective county administrative board, and then approved by Naturvårdsverket.
Amount of competition
The price competition between bids in each charging category is based on a bid's requested subsidy amount and the bid's number of charging points, charging power and which merit criteria the bid meets.
Konkurrensbeloppet beräknas med denna formel: Amount of aid applied for / Number of charging points x Maximum individual charging power = Competition amount
After the competition amount has been calculated, any percentage deductions for fulfilling merit criteria will be implemented. Load balancing is not taken into account when calculating the competition amount.
Selection process
First, a competition will take place where the 10% of bids with the highest competitive amount within each charging category per call will not be granted support. Bids for the same geographical location will compete against each other, where the bid with the lowest competitive amount will be awarded the investment support.
The following selection process is applied:
- The competition amount for each tender is calculated.
- The 10% of bids with the highest competition amount in each charging category per call will not be supported.
- Bids for the same charging category and for the same location will compete against each other. The location must be open in the map tool for the relevant charging category for a bid to compete.
- If, within a charging category, there is only one bid for a site and the bid meets the ska criteria and other requirements according to the Ordinance (2015:517) on support for local climate investments, the bid is granted support if it is not among the 10 percent most expensive bids for the relevant charging category.
- If several tenders within the same charging category are received in the same place, meet the ska criteria and other requirements according to the Ordinance (2015:517) on support for local climate investments, the tender that shows the lowest competitive amount will be granted the support.
- If a tender meets one or more merit criteria, deductions are made from the competitive amount of the tender as follows:
